0e6cf1664d feat: add HMS Features link on login page 
- Added "View HMS Features & Capabilities" link below the login card
- Copied HMS_FEATURES_PRESENTATION.html to public/ so it is accessible
  via base_url without auth (same pattern as software-use-license.html)
- Link opens in a new tab
